Depending on the project that you are involved with, you might be required to use either of the Docs or the Collaborate/Pro licenses. The question came in whether issues are propagated when sharing from the WIP folder to the Shared folder. We will investigate two cases. Copying a file from one folder to the next. This corresponds to the case where Docs is used. The second is to share a package as we do within Collaborate/Pro.
Docs copy to Shared. We start by creating a new issue in the WIP folder.

Then we copy this file to the Shared folder.

When we open the copied file, we see that there are no issues. We are about to overwrite this file with the second option, where we are using the package sharing method, so to test the behavior, we create a new issue in the Shared folder as well.

A new publish of the Revit model is made and a package shared. Two things are clear. The WIP issue we created before is preserved, as well as the Shared issue.

The conclusion is that, from a technical perspective, there is little difference between using Docs and Copy and Collaborate/Pro and Packages as far as Issues are concerned. Please keep in mind that the Collaborate/Pro is built around the UK BIM Level 2 Compliancy requirements and represents pest accepted international practice when sharing files.
